German Luftschutz helmet ww2

German luftschutz helmet, not sure if it was factory use or air raid or flak crew. The paint is flaking in many spots and it has a long batch number which is very hard to read. I think it says RL 2H38 /28 but I can't be sure as my eyes are not so good and the paint obscures the number quite a bit.

I think this is a very early one.
