Undertook the manufacturing process as one of the last factories added to the production list by the Overall Commander of the Armed Forces (Oberkommando Der Wehrmacht). The Procurement Office for the Army and Navy located in Berlin was the central conTrack issuing agency for all war related material.
It oversaw all material being produced for the German Army (Heer), Air Force (Luftwaffe) and Navy (Kriegsmarine). This office also acted on behalf of the National Labor Corps (Reichsarbeitsdienst-RAD), Police (Polizei), and the Armed-SS (Waffen-SS).After 1939 the Office's authority was transferred to the Wehrmacht Procurement Office located in the city of Erfurt. Helmets were marked on the inside left rim with the letters "FS" meaning "Fulda Stahl" (Fulda Steel). Later these markings were changed to "EF" meaning Emaillierwerke Fulda. The location of some markings can also be found on the rear inside rim. Like all World War II German helmets, the two letters were accompanied by a two digit numeric denoting the shell size in centimeters.
